I disassembled my horn at the steering wheel to fix it and when trying to put it back together, I cannot figure out how to make the tilt/telescopic work properly again.  My problem lies with the two (2) small screws that are near the star nut in the center of the steering wheel.  This allows the column piece to move and lock the steering wheel into the desired position. I am unable to figure out the mechanics of these screws with the star nut and and how it allows the column to move. Unfortunately, I wasn't paying as much attention to it as I should have when I disassembled it.  I have figured out all of the horn components but am unable to correct this other problem.  Please help, I appreciate everyone's time!!!!!!!!Smile

The two screws are to hold the adjusting lever to the star-wheel in the correct position, once that has been adjusted. The star-wheel is what turns, and "locks" the column.
To adjust, turn the star wheel clockwise until it almost locks the column. Then, pull the lever for the tele adjuster up to the star-wheel(the lever goes on before the starwheel), and point it just about straight up/down, and insert the two screws into whatever two holes line up best. Then, check that the column will lock fully with the lever twisted all the way clock-wise, and will release full with it twisted all the way c-clockwise.
If adjustment is needed, you just take the two screws back out, and turn the star-wheel which-ever way needed.
