1972 CKY Engine code and Smog equip?

I've been told on a couple occasions that 1972 LT-1 cars with CKY engine codes could have been correct without Smog equipment?
Is that true?

CKY was the LT1 without the K19(smog) equipment.
CRT was the LT1 WITH K19, for California cars.
The CKY cars did not have the AIR system.
