On my wiper motor, left side, there's a wiring plug with yellow blue and black wires, there's also a short black wire with a male butt connector on it. I have looked and looked, but I can't find where the male butt connector plugs into! Any help appreciated.

is it the ground wire? plugs on to a copper spade on the wiper motor-grounded at the starter with a large ring

Don't think it's a ground wire, there's a spade type black wire on top of the wiper motor. This one is part of the plug that goes to the pump. There's a blue wire, yellow wire and 2 black wires. The black wire in question comes out of the plug, is about 6" long and has a male butt connector on it.

Is there some part of the system that's not working?
'69 should have two yellow wires (together), one black/orange and one light blue plugged to the wiper motor. One of the yellows will run to the firewall (with light blue and black/orange). The other yellow should be connected to the washer pump, along with a white/darkblue that also runs to the firewall.
Any of this sound familiar?

I'am looking at my 69 service manual, you have a red wire going to a red- white wire going to the micro switch,black-pk and black from wiper motor to what looks like the 3 blade terminal board,next to the terminal board on the right there is a small hex head screw that attaches a L shaped gounding spade, on my 72 I have two black pigey backed ground wires attached to the L spade,the manual doesn't show washer wiring or how many ground wires to the L spade,I might have missed something its late,hope this helps, wiring sucks!

the single black wire go to L spade on washer cover ! It is a ground wire . the other end should be on the bell housing near the starter !! The 3/8 opening is often put on the starter stud by mistake !!!! This open a bag of worms!!!!!!

yeah do your self a favor with this wire..
cut the end off and put a 1/4" end on it.. then connect it to the starter REAR bracket stud.
