Wiper electrical issue on my '69

turn on the key and see if the heater blower motor works, 68-70 something wiper and  blower shared a common ground piggy backed at the wiper motor, as far as checking the vaccum system go to harbor frieght and buy a electric vacumm pump and hook it up at the back of the engine before the vac. tank and you can ck. the sys. without starting the  engine all day long.
