Sometimes when I turn off my windshield wipers, they go to park position, and then go up about and inch or so, back to park and this keeps happening for some time.
Does anyone have an idea what the solution is for this?
I turn the switch off and on until they stay parked, but there must be a better way to correct this?
Any assistance would be appreciated.

Either your switch is acting up, or the wiper motor itself...I'd check the wiper switch first, and make sure it is grounding well, even if you have to run a ground wire to the screw that holds the switch to the panel.
It's possible the contacts inside the wiper motor are damaged/burned, and just not making it happen like it should...

I am almost certain that in your car, power to the wiper motor does not go through the wiper switch. So when it is acting up, disconnect the switch . If it quits, it was the switch. If it continues, it must be the motor.
Good Luck
