Where can I buy a lower corner for the left side of a 1978 windshield frame new or if some has a used one they can off clean so I can weld it back on.

They show a part number 19437 (L or R) but I'm not sure if it includes the bottom piece. A phone call would certainly be in order before ordering, hope this helps.

How would this be replaced? Mine is completely rotted out so it clearly needs doing. Looks like the dashpad would have to come out, the windshield, but it looks like it can't be that "simple". What else would have to be done?

After reading your question I referred to a book I have which is called "Corvette Water Leak & Wind Noise Solutions, ISBN # 0-934786-12-7". It has a section which is detailed enough to address any leaks associated with the Cowl area. Once the factory sealer fails on both sides of the structural steel (birdcage) areas, water would enter , run down the steel pillar and enter the interior. Most repairs consist of welding a section of mild steel molded to fit the area. Purhasing this book might be a good source for this repair.....good luck.
