Probably available as a new part....bonds to the underside of the body between the hood and the lights? You can see this very plainly on cars that have rust building up between the body and the metal part...think it is attached with rivets - starts pushing through and makes bumps when things go bad on you. The relays have two self tapping screws that attach to the bar. Must have had a collision repair sometime and this was not put back in?? |headscratch|

My only guess is that he ran the nose under something, I can't find any repairs although it is a little lighter where this would have mounted,and I have crawled around under it pretty good. Maybe he had the rust problem you just mentioned and trashed the part. When I was looking for a car several down here in south Florida had the craters and I didn't know what caused them. Maybe I will just fabricate my own part and avoid the bonding and rivits
