Very Dim high beam indicator light

I am nearing completion on a 2 year project and trying to get my 71 ready for inspection. The high beam light (Blue) was out so I replaced the bulb (correct number) and it is now working, but it is barely visible during the day. Better at night, but not bright. Bulb seems bright when I check it outside the dash. Does the blue "BRIGHT" lens get darker with age? They may pass it anyway, but in Tx it is required.
