I found another pic that leaves no doubt it attaching to the back of the speedo cluster but doesnt actually show the attachment.  I guess that one is figured out but so far no help with the black one.

Looks like it may go to the speedo cluster but don't have it in front of me right now.  What the heck is a speed buffer sensor?

I was narrowing it down I think it is a vehical speed sensor I think those 2 lights may get the pulses from the speedo for the ECM computer  Found this
 

Electronic speedometers use a vehicle speed sensor to generate magnetic impulses to a buffer that cleans up the VSS signal for smooth operation. The clean VSS signal is sent to the processor that calculates speed and then displays it on the dash.

81-82 Corvettes have a hybrid VSS system using a hall-effect sensor mounted to the back of the speedometer head for VSS computer input with the mechanical driven speedometer.

The buffer takes a DC signal and converts it to a steady AC signal that the ECM can read.

You are inceed correct.  That is the speed sensor.  The CCC Vehicles had this to covey the signal back to the computer.
