installed a new tac circuit board a few months ago. yesterday the tac started jumping up and down and then frozen, but went back to zero when i shut the car off. whats happening, and ho do i correct it?

There is a reset that you have to do after you replace the board..lukesvette has the skinny on that..

Re-zeroing the tach will not cure a bouncing issue - just aligns the start point to 0 RPM with the ignition in the run position and the engine off.... Sounds like either the tach filter or the new tach board has an issue...

Check for bad ground.
