engine starts and runs ok, turn it off,remove key and tach creeps up to 1500 rpm on dial. any ideas????

That's normal for a C3 with an electronic tach, not a mechanical one. I don't know what year you have but it sounds like it.
Some of your other gauges likely return to their last position as well.

As soon as you go to turn the key to start it it will return to zero.

I agree wid 'Slinger, and Mike...the electronic tachs will do that. I've noticed the other gauges will do as 'Slinger says, too, go to a "not what you would expect for key off" reading. It has to do with the resistance of the gauges, I think, and the need for power(12v) to "zero" them. Later cars don't do this.
