what could be the problem If my shifter is hitting against the shift panel? I replaced the old panel with another used one. could it be a shifter adjustment? I have all the screws out of the shift panel so it just slides forward when I shift in reverse

Not sure I'm following you on this one, but the console trim plate should (of course) not move when you shift. Put the screws back in it and that will stop it from moving around. The 1980 assembly instruction manual (AIM) shows the console trim plate installation and where the screws should be.

Mine was bumping the front of the shift cover plate. I went under the vette and adjusted the linkage just a little. If you do to much then it won't cross through the gate on shifts. Also see if you can loosen the shifter mount and rotate the mount back a little. Might be enough clearance in the holes to do this. Mine just barely touches now on a hard shift.

Yeah...sounds like the shifter needs an adjustment or two.
If the problem is only in reverse, it could be that the lever on the trans is loose, and just needs to have the nut/bolt that holds it on tightened. It could also be that the shift rod is worn where it fits into the lever on the trans, or the hole in the lever is worn, or a combination of the two.
I would check the lever for being tight first, then maybe do a shifter adjustment...
