I haven't read/heard any tips regarding fixing urethane bumbers, but I do have one in pristine condition hanging on my garage wall, let me know if you are interested.

Yes you can repair a urathane bumper. 3M makes an epoxy compound. You sand, scuff, clean, then apply the epoxy. After it sets, sand it smooth. It bonds very well. This is a repair recommended by GM. I attended a class done by GM for plastic repair. You can get the epoxy at most good body shop suppliers.
