To bench test it:
Antenna up:  grey wire (-)
                   green wire (+)

Antenna down: white wire (+)
                         green wire (-)

Note how the green is either + or -. That's part of the relays job, to switch polarity.
If you hear the motor running and it doesn't raise, the nylon leader is probably broken. This is a nylon lead that rolls up inside the motor. It dries up and hardens over the years, regardless of use. This part is available from all the vendors for about $30 or order it from your GM parts counter, $20-$30 depending on the parts guys mood! GM part no. 22038195 or 22038197 with CB radio.
Remove the clips and drill out the rivets to split the motor housing. Remove the broken part, install the new, use bolts in place of the rivets and bench test it a few times. Easy fix, I've probably done at least 20 78-82 antennas over the years! Every Corvette I've ever owned and several for other owners.
I've seen pretty accurate reproduction antennas for the L79-82s from some of the vendors that use the same hookup and relay as the original. Mid America for one. Their pt. no. 601-176. $170.
