Problem with my headlights

Hello Everyone, hope all are being safe.  I'm having a problem with my headlights.  The driver side headlight works fine, up & down.  The passenger side does not work at all.  I've switched all the hoses from the driver side to the passenger side on the vacuum actuator relays.  After switching each hose, I pulled the interior light switch and each time the drivers side opens & closes. After switching all hoses, still the driver side opens & closes.  Each time the passenger side never opens.  So, after doing all that, does anyone know if it might be the vacuum actuator relay or the actuator?  After fixing headlights, I need to get my wipers working.  Any help is appreciated.  Thank you,

Check your e-mail. I sent you some good troubleshooting info. Sounds like you have vac lines not properly connected somewhere, or the actuator itself is leaking.

One of the headlights on my sons 78 “broke “ last night while he was driving home. Now it doesn’t open or close. It is sitting just a little above where it should when closed. I know this isn’t much information but I haven’t had a chance to go look at it. Any thought on what might have broken or where to start looking?  Thanks for any help anyone can give.
