My power locks are not working, but my power windows are? Anyone know where I can start ?

Start with checking the fuses. The windows and the locks are on different circuits. After that, go directly to the switches and check for power and switching there. Or pull the door panel, find the leads to the lock actuator, and check for power there. It's a step by step test procedure. A wiring diagram will help. What year is your Vette?

Depending on the design. In yours I thing the switch will lift up and just snap out. It think it is held in by a dual spring clip. Lift Gently, I could be wrong. If it has the springs, they will be on the top and bottom (narrow) ends of the switch.

I have the same problem with my door locks, sorta. They will fire the solenoid to lock, but won't unlock. And very hard to manually unlock the driver side. Once I thought I was going to have to exit through the glass tops.
