I assure you both methods work. I have a 76 and have been able to open it both ways.
Going from underneath you need to remove the triangular splash guard between the frame rail and fender. Remove the carbon canister and shine the light on the left side of the master cylinder. Above it is the latch. All you can see is a little tab hanging down. You will need to jack the left side up so you can get under it. It is a pain and frustrating. When you are about to start throwing wrenches, take a break and have a beer. Then start again.
Going through the hole you have to push on the tab. Its hard to feel where its at. But you will feel something with some spring pressure on it as you push. I know its a real pain.
