Hi,
Only the left side of my tach is out and it flickers sometimes. This tells me the bulb is probably still good, but it is no longer seated properly. Is there anyway to get to this bulb, short of removing the entire dash? In other words, could I get to it if I just took off that plate under the steering wheel?

Not likely. In fact, it would be more likely you would knock something else loose!
You might try removing the upper dash pad instead of taking the cluster out. I've found that to be much easier, and you can get to most of the cluster bulbs from there. It's worth a shot.
