No it wont drain your battery as long as the lights are switched off. The Headlight raising mechanisim is dependent on your engines vacuum and not electricity. It is a common problem for our cars to have "winking headlights" or even headlights that wont go up at all or go down at all. This is all caused by vacuum leakage somewhere in the system. Did you try lowering them with the engine running or shut off or both? will they both go up with the engine running? you can manually lower them by reaching under the car and grabbing the actuator pivot point and gently pulling down on it. you may check to see if any vacuum hoses have been disconnected or are leaking badly, and the actuator seals are other possible trouble spots.

Try the control valve, it's located very close to the actuator. You can re-pipe the actuators to run off one instead of 2, they just actuate a little slower.
