Not sure if this is right forum...

I would start by checking the vacuum lines for leaks. The troubleshooting guide will walk you through this.

If you pull it all the way up and it doesn't lock in, chances are one or more of the springs is broken...gonna have to get down there and have a look-see from underneath.
In Bob's above link/diagram, the springs are labeled, "Link spring" and "Housing spring".

Thanks guy's I will be checking it out right after I replce power steering pump....
Just before this happened the headlight warning light was staying on... so i guess it was getting ready or had already started. At least now i know where that switch is
I guess I shoild check vacuum at those lines first...

Yup, us C-3 people seem to have a common problem. Sometimes we can get it up but it just does not to stay up. Sometimes it is a spring problem but we are all not spring chickens anymore!! Sometimes it ends up being a simple vaccume problem. At the moment my nose is running and I cannot seem to be able to catch it!! See you all in Effingham!!

i have the same issues with my 73 right side goes up/down no problem, but drivers side sometimes!!!
