Mystery Switches 1980

Vette(s): 1980 Coupe 2016 Stingray coupe
I have two switches underneath the steering column that I can't identify. One is a momentary the other is a toggle located beside the vacuum relief plunger. I have not seen them listed in the  owners manual or the shop manual. At first I thought they were installed by a previous owner ; but after checking the wiring they look like original equipment.  Can anybody help me solve the mystery.

I have an 81.  If they are the same as mine then one is for the vacuum headlights and the other for the breaks.
