I cannot figure out the horn assembly

I have a 79. The horn cap is loose. I can't tell what is supposed to keep the horn cap tight but let it move when pushed to make contact. Is there a spring or something that keeps it tight but then lets you depress it to honk? Any help would be appreciated. Thanks, Dan

It should "snap" onto the horn contact, a 2-piece metal part held together w/ plastic rivets.  It should have a small "leg" that sits on top of the horn contact spring in the column.
