It might be a time to replace the wire from the horn button to the harness below.. just cut that old wire and tape a new one to it and pull it down the column!!no fishing needed..pullers can be had at sears for little money also..

I think the horn wire is part of the turn signal harness...you'll really need to pull the harness up/out of the column, unless you can find/fix the problem at the top...
