Anyone who can help, please feel free to do so.  I have to get this working so car will pass inspection.  Does anyone know what would cause a horn to stick (keeps going off)?  Have already replaced the relays, bought a new horn, and a horn kit for inside the steering wheel.  Any ideas are appreciated. Thanks!

Several things can cause this.
(1) The horn button is not spaced correctly, keeping contact with the wheel.
(2) Relay stuck
(3) Wire shorted inside the column.
You've replaced the relay, so that's probably not it, unless there is a short to ground in the harness connector to the relay.
If you take the horn button off, does it still beep? If it does, then it is not the spacing of the button causing the problem. If it stops when the button is removed, then there is something amiss in the spacing of the button, or the insulator may have a crack in it, allowing it to ground, and therefore beep.

How many shims are in it now?  I had too many in mine and it was doing the same thing.  I took a few out so it was spaced correctly and it works fine now.

Vette(s): 1978 Silver Anniversary L82 4-speed, close ratio 07M Paint code. Former owner painted it incorrectly. Not bad paint, but will paint it the RIGHT way down the road.
same here, i had 3.
took 2 out, used 1 and works fine.

forgot to mention....I also had 3 shims in mine and took 2 out.  I have one in it now and again it works fine....hope this helps!
