Horn not working

Hey guys trying to get the 76 Vette inspected and the horn isnt working.
 
I have jumped from the battery to the horns and they work, so it is the switch on the wheel, or the relay.
 
Any idea where the relay is?
 
Any tips on how to take the wheel off to get to the horn switch.

Standard steering or tilt-tele? It actually makes a difference. The horn relay should be mounted just under the lip of the drivers side fender, under the hood. It has 3 or 4 large red wires running to it (#10 I believe) and three other wires plugged it (the red wires are held with screws). For some reason, GM ran the charging system through the horn relay.

It is the tilt-tele.
 
Going outside to check the relay now.

Fixed it, it was the sandwich of metal /plastic spacers that was corroded and not making good contact. Poped the plastic rivets out, cleaned it up, and now working good.

Kickass Ken ! That's the way to do it. Get your courage up and jump in. Of course it's a lot easier if you've seen it done once. I just faced a broken timing belt on a Celica. Every time I got my courage up and had the time, I'd open the hood and stare at it, make a plan, then shut the hood and wait for another time. I finally had a buddy come by and guide me through it. I can do it now, but I'm glad I was afraid. Who'd a thought it was almost impossible. seems like working on new cars is like trying to break in to the pyramids. They make the vettes seem a lot more home user friendly.
