Hey is there anyway to fine the wire and take pliers to and pull the cable?

you can go under the dash on the passenger side, there should be a small knock out plug that will allow you to get a coat hanger or some other well crafted tool inside and hook the cable enough to pull it open, if that fails try opening the wiper door and fishing it out, mine did the same thing a couple years ago ,,good luck,rd

Probably not possible on the '69 but on my '71 I could remove the egg crate on the side and get a hand up to find the release.  Be patient - you will find a solution.  Do not cut a hole in the hood out of frustration.  It has been done!

I took off the front tires and went in through the side of the enging with a long hook and was able to grab the center cable and open the hood. Took a little time, but it worked. Good luck
