I recently traded for a 76 L48 vette so im gonna have a string of questions coming but 1 at a time. I was messing around the car today just trying to get use to what is what and i turned on the headlights. They barely, and i mean barely, came up so i manually pulled them up into position. Well, when i turned the headlights off they didnt go down and felt like they were locked into place when i tried pushing them down. So how do i get them to go back down?

Crawl under the nose of the car,you will see big holes in the lower panel where you can see up into the area under the lights,you will see a bar with a bolt head sticking out of it,grab the bolt head and pull down on it,that should solve your problem,just pull gently.dont try to push down on the headlights from above,do the same on both sides to get them both down

Did you have the engine running when you turned the lights on and off?
 
If you did, your problem is most likely lack of vacuum.
 
There are some good resources here for troubleshooting the vacuum system.
 
Do a search and you will find several threads that discuss headlights.
 
Also, under the steering column is a black knob. It is the manual override to operate the headlights. Try that as well.

At least once before, someone has posted a link to a vacuum system troubleshooting guide that was really good.  Does anyone remember where that is?  Could you post a link?
