Headlight switch question

Vette(s): 1972 LT-1 convertible with factory air. 2017 Black Rose Grand Sport M7 convertible.
I got my instrument panel back together and now my headlights won't raise.  I hear a hissing coming from the headlight switch.  If I pull the front vacuum hose off and plug it, the headlights come up.  Does this mean the switch is broken?  I will take it off today to investigate further. 

After a new relay and solenoid switch, my wipers still don't work.  Guess I will order a new switch.  If I open the wiper door manually and push "Wash", the wiper motor does a couple of revolutions, but doesn't work in just the "on" position.

Vette(s): 1971 Blue Roadster, sb400, cam, electronic ignition,10 disc CD changer, 2.5" chambered exhaust, 3.36 rear,tremec 5 speed from Classic Chevy, fiberglass rear spring and vintage air.
Before changing the wiper switch make sure the switch is grounded. My center Gauge cluster is broken at the top and wasn't making a constant ground so wipers only ran while switch was pressed. Attached small ground wire to switch and works fine.

That is a good idea but I had already done that.  I got it fixed though.  I had the electrical plug reversed.  I must have done that when I put everything back together.  I think my original problem was the wiper switch solenoid that is convieniently located on the back of the tach.  Everything works now.

The guy that painted it took the fuel door to a PPG store and it was closest to a 2000 Nissan 300ZX metalic blue so that's what I went with.

Check to see if you have vacumm at either hose at the actuator, or if you pull down on the manual plunger does the wiper door open? And don't forget that there is a safety switch on the firewall to the passenger side of the motor, that when the door is open it closes the circuit to the wiper switch.

If headlight switch is hissing, there maybe a crack in one of the hoses...if not, it is the switch.

I fixed it.  I had swapped the two vacuum hoses that go to it.  Headlights and wipers now work just fine.
