Most of the time, just replacing the boot, and accordion dust seal will "fix" the actuators.
If it does not, there are a couple of places that do rebuild the actuators, including re-plating the tops.
There are several threads here on how to remove them from the car, if you do a search on the subject.
You can replace the boots with the actuators on the car, but it is next to impossible to re-install the metal clip that holds the accordion seal with them on the car.

By the time you go to the trouble of takin it off,you may as well just replace it with a new one,I replaced the boot and dust seals,but they still didn't work up to par ,I finally pulled them off and put new ones on,its up to you

i believe zips corvette parts sells the rebuild kits for the actuators. contains all the parts you need to replace.
