Vette(s): 1976 Silver/Firethorn. L48, 4spd. Original 2 bolt, vortec heads, 9.4:1 CR, Speed Pro Cam: 224/224@0.050, 112 LSA, Eagle Steel Crank.
It could be the actuator rod seal.  They deteriorate over time.

The vacuum system which operates the headlights is a fairly complicated system.  You need to look at each component to see which ones are the major problem.  Usually you will find that there are several of the components working together, or should I say, not working that cause the problem.  The link below will take you to a site which gives help in troubleshooting the vacuum system.  Click on the link "vacuum trouble" and it will take you to the correct page.

i dont think so, the vacuum line that was disconnected was up near the headlights. But im still trying to tie up all the lose ends.
