You can always reach up from underneath and raise them by hand, then lower them the same way.
It's a bit tricky, but not bad. Can be dirty though, so if you're in your Sunday clothes, use a rag.

A good cleaning and lubrication with white lithium on every moving part can help. You can try switching hoses from side to side to see if it the relay or headlight and actuator.
I agree with wanting them to work together. I am kind of anal about those things, and spend way more time than is justified trying to get them as even as possible.

I put a new actuator on the driver's side, now that is the slow one coming up.
They go down together pretty close.

My passenger side headlight reaches the top just before the drivers side.
Went for a drive 2 days ago and came home in the dark.
When I raised the headlights I remembered someone asking about that.
Like many others I am just glad they work at all!

Have you changed the filter and check valve up by the firewall? One is a thru (one end on each end, this one is white on my car) the other is two on one end, one on the other (this one is gold on my car).

I have rebuilt/replaced my entire system and they don't go up at the same time, but they go up so I a happy camper.. they do close pretty much at the same time. Just glad they work finally!!

Having just worked through my wipers, I'm very thankful the headlights still come up and go down. And yes, they do not work together.
