What type of relay would you recommend adding?  I feel comfortable it could be bought at a local parts house? 
 
I agree with you that the coil could be bad, but I am still getting less than 12 volts at the coil,  I moved the grounds around to check and I still got the same reads at the battery and coil before moving the ground.

Vette(s): 1975 C3 Red, T-Tops, Black Interior. All I need is time and money! Getting there!
Just a basic relay.  The ones made for the fog lights work very well.  It' s a square box next to the lights at Autozone or other places like that.
