Freon Hood Bubbles

Any way to permanently repair those little bubbles on the hood (I'm told are caused by Freon permeating the fiberglass)?? Or, do I need to replace the hood?

I've had them sanded out once and repainted -- came back.

I'm replacing 100% of the A/C and converting to R134, so it's time to tackle the hood again.

I attended a seminal sponsored by NCRS last year at the 50th. The speaker had that question. According to him you would have to cut several layers from that section and lay new fiberglass in or replace the affected panel.
