Hey guys I recently cleaned up some bad spots on the frame where the paint that the previous owner didn't take to real well after he painted it. I hhave the spots down to bare metal and I am wondering if i should use a ruberized under coat or if I should use rustoleum....  Or is there anything I can brush on so i don't have overspray problems?

Dante,
I would prime it and then spray it with rustoleum. After all of that cures I would shoot it with an aerosol undercoat material.

Vette(s): 1972 conv., sunfire yellow, blk interior, blk vinyl and convertible top. Off frame restoration with American Speed 383 stroker engine producing 500hp plus a 200hp NOS system. MSD ignition. Hooker super competition headers with chambered exhaust.
POR-15 is good  but will peel if used on bare metal. Use "Metal-Ready" before applying the POR-15.

I would not use the rubberize. If it dries out and cracks, it leave pockets for rust to form.

I just ordered some por-15 and metal ready but did not opt for the marine clean... I do have a little bit of oily residue on the bottom from a power steering line leak...  What would you use to clean it off?

I know that's true!
I would use a good degreaser (I have Meguiar's Super Degreaser), or just some Dawn dish liquid to clean up the grease and oil.
