Yes, whatever the selector is set to, Lo, Med, Hi.  There is no off.(page 2-20, 78 owners manual if ya got one)

Yup....keeps the air circulating in the cabin.
As a side note, the fans only runs like this on A/C cars, as far as I know. The non-A/C cars do have a full "Off" position for the blower fan, because they have vents that can be opened if needed.
