The L-48 emblem was not something that was available from the factory. It's an aftermarket item. So your 75 wouldn't have them or the holes to install it.
You can purchase them from places like Corvette Central, etc. You have to drill holes for them (2 for each) or you can find some that stick on.
They go on the raised part of the hood about 12" from the back edge near the windshield. I circled mine in the pic below:

my 74 454 doesn't have them, or the nose emblem, or stingray emblems, and there are absolutely no holes or signs of them ever being on there. Any suggestions??

Get a couple of suppliers catalogs {Corvette America,Mid-America,Ecklers,etc.}and do a little research. Should be able to figure out what your ride came with or what you want.
