I did find the number for contacting GM about the free restoration package.  It's 1-800-222-1020.  I'll give them a call today.  I'm huntin' for that GM repair manual also!

I forgot to post the resolution to the thread... (Big surprise)  Joel was right!!  We replaced (or guess I should say "had replaced") the lock mechanism and all is well!!!!
