Meaning it doesn't open the door, or just the flapper is not flapping back to the "up" position?
Not opening the door could be anything from just being disconnected, to a piece broken. You would need to remove the door panel, and take a look to see what is unhooked, or damaged, and go from there. The clips that hold the linkages on are known to break, so that might be the problem.

If it is the flapper not returning all the way back up, then the spring is broken. There are what are known as "butterfly" springs that can be installed from the outside of the handle to return the flapper back up...a cheap, easy "fix".
The other repair involves removing the handle, and dis-assembling it, to replace the spring. The hardest part of that is just getting the handle out of the door. Small hands are a plus!

If you are going to be replacing the outside handle, try to stay away from the chinese repros if you can. I have heard nothing but bad reviews on them.

a good bottle of booze is always good for this job too and make sure there are no kids around as you don't want them to hear what you will be sayingRolling%20On%20The%20Floor%20LaughingRolling%20On%20The%20Floor%20LaughingWits%20End.

i have found that if you have to remove the handle that you can get to the inner nut easier if you take the lock mechanism out and use a long 1/4 inch drive socket for the inner nut. the one closest to the door is a pain because of the angle of it and had to do that one thru the acces in the door.

So Chuck, what vette do you now have? In your profile it states that you don't have one yet. Congrats on the new one, but inquiring minds want to know what it is. Pics would be great too.
