Longhorn,
Because of the handle's design I am certain you will need to remove the handle even to change the cover's spring. The spring is a coil type with fingers that protrude from each end.
The cover's axle or pin is the same length as the handle and fits into holes at either end of the handle. The axle or pin has to be punched out to replace the spring. This pin travels through the center of the new spring I think you would damage your paint even if you could do it on the car. If you have to remove the handle and latch anyway I would go ahead and clean/lube all of the latch assembly. Mine was really cruddy. After cleaning and lubing it works like a champ. If I can help you any at all, just shoot me a personal message.
Good Luck,
Scott

The little "butterfly" springs are OK, but they are very noticable when installed. You just mash it together, and slide it in between the outer handle bezel, and the flap. It then returns to it's normal 90deg. shape, holding the flapper up. They work, but it's better to replace the regular spring first chance you get.
