Doesn't Look Right

I purchased a used T&T steering column.  I appears that the ignition switch rod isn't lined up right.  It looks to me that it should run through the indention next to the dash mounting bracket.(as pointed out by the red arrow)  If this is so, can it be fixed without disassembling the entire column?
