My 82 had this same bifurcation on the starter wiring harness extension. I had other problems with this harness and was able to get a quality - made to OEM specs from I think Ecklers. It was a plug & Play harness (With the bifurcation), no modification needed. Cost was $60.00 I think.
I also wrapped it in 1200 degree insulating cloth tape. I did all this amoung other things, because I mistakenly thought this was my "No Start, leave me sitting in a parking lot waiting for it to cool down so it will start again" problem..... Starter heat soak was the problem (Different Story), but the harness still needed replacement anyway.
  If these fusable links cannot be seen, it may be hiding inside the OEM wire wrap casing - mine was.

gdogg, Sorry, I didnt see your post until today.  I dont know what the production date is on the 82 with the wiring problem, it belongs to a friend but mine has the same wiring as his but the insulation on mine is still OK.  The tag on my 82 "Last C3" refers only to the last year for C3 body style.
Phil, I think we are going to try the heat shrink tape and see if it will do the trick but will investigate the replacement wiring harness as a Plan-B it the tape doesnt look like it will work.

LectricLimited made the one I bought from Ecklers (I think it was Ecklers) but I do remember who made it.

Heat shrink tape/wrap should do you good though.
