First, spray a little WD40(or similar) into the key cylinder, then try moving the steering wheel back/forth while trying to turn the key. If that doesn't help, then you will need to tear into the column to replace the key cylinder. With the steering wheel off, you should be able to get to the cylinder lock screw. Remove the screw, and pull the cylinder out. You can then either try to fix it, or replace if needed. There are a few threads here on steering column dis-assembly to get the cylinder out. Try a search for "Ignition key"...might turn up just the info you need.

Hi, Personally,  I would attempt to adjust the ring at the bottom of the column inside the car. It is a safety feature that keeps car from being stolen. It synchronizes the steering wheel, key switch, and transmission. If it is not in sync, it will not allow the switch to completely return to off position and not allow key to be removed. This has been addressed on the site in the past. Keep us in the loop on progress.

Where are you in Florida in Tampa we have a guy that just works on steering and is the pro from Dover will need new key switch and top of column removed he also fixes the horn, add a new bearing and adjusts the steering. And $35 for the new GM switch with factory original keys.
