When I turn my key on at start up I can hear the ac/ heater blower motor running. Is it normal for the blower motor (fan) to run with the climate control in the off position? Even though the fan itself doesn't have an off position. If not, what could be the cause?

You answered yer own question...

A/C cars run the fan at super low speed anytime the key is on. It's part of the cabin ventilation scheme.
Non-A/C cars do have an "Off" position for the fan.
