Should the inner rear lights on my '71 light up with the outers? Or are the inners only backup lights with red reflectors? My outer lights are the only ones that are lit up with the headlights and flash with brakes on and turn signals on.

The inner lights are backup only. The lens simply has a red reflector surrounding the white for backup.
