Never heard of an "anti-drip" solenoid, but the round knobbed switch below the column is to turn the wipers off when changing the blades. You turn the wipers on, and then when they are about half-way thru the sweep, you turn the knob, and it stops them there, making it easy to change out the wiper blades/arms.

I looked in our reference material, and there is an anti drip solenoid on 69 Corvettes only.  I have never seen one, but replacements are available.

Joel is right about the knob under the dash.  The whole system for the wiper door is so complicated that they put in a manual over ride to open the door, and then to turn on the wipers.

Is this solenoid possibly for the headlight washers, to keep them from siphoning, since they are lower than the washer bag, and the pump ,motor????

I just turn the ignition off and they stop. Were they different that year?

Yep. They made a full sweep, even if the key was off...
The round knob switch keeps the wipers in one position(cuts power), AND keeps the wiper door from closing....theoretically.
