So.. have been searching for a bit but have not found anything really the same..
When the car is off the tach sits at about 2500... when the car is runing, the needle does move but no matter the RPM only moves maybe 500 RPM...
Was going to order another board... but wondering if its just "stuck" or something..

When you turn the key on, does it go to zero, or stay at 2500? If it goes to zero, then you might try changing the tach filter, or even by-passing it, to see if that changes the rpm readout. If it does not, then, yeah...you'll prolly need to replace the circuit board. Fairly common thing, unfortunately.
