Adjusting headlamp door

My left headlamp door sticks up about a 1/4" above the bumper and at 70mph it pops up. How do I adust the door? Any help would be great.

The headlight can be adjusted with the stop screw, accessed from underneath. The pop-up problem is probably a vacuum leak. Check the control valves (trade one for the other and see if the problem goes away) and test the headlight actuator for leakage.
