All fuses in my panel are getting juice except the top three. I'm not sure what they are for - I ordered an owners manual - but it has yet to arrive. Any help as to what these three fuses are for & should there be juice going to them - is yes - how do I fix??

That's weird. Does the car start and run? The top right fuse is for the ECM, I know that because of tracking down my no start problem. Let me check the shop manual and I will get back to you on the other two.
The ECM fuse only gets juice when the key is in the "ON" position.

Vette(s): 1979 Black coupe. 11256 original, documented, miles on it when I bought it in April of 2000. It now has 13100 on it. Oyster interior, like new. Everything original, everything works, except the clock. Paint has a couple of minor flaws.
I'm pretty sure that you have the plastic fuses, Right? In my book, it shows the left fuse as "ctsy/clock". The second is "hatch auto". third is "clstr". Fourth is "AC"
