'80 tach question

My tach when the car is off is stuck at about 4 thousand rpm, when its running it stays there until i get the car moving at the high rpm range at which point it just bounces around from the stuck point to hte redline...any ideas..... |confusing|

Vette(s): 1979 L-82, 3 spd auto, car was originally Lt. Beige currently painted Sportsman Red, Doeskin leather interior, 103,000 miles......
Sounds like the circut board for the tach is bad. This is a small board located in the instrument panel behind the tach. I replaced mine and now it works fine.
