That circuit breaker is for both the power windows AND the defroster. Apparently they figured you wouldn't be using both at the same time. Does your wiper switch have the knob with the arrow on it? If so, take the side panel off the console and see if you have the delay module. Under the radio. I think the inline fuse on the little circuit board protects the module. I think I read in the AIM something like "if equipted with delay wiper option remove fuse and insert circuit board" or something like that.  Mike
